The racial makeup of the city was 64.90% White, 27.38% African American, 0.25% Native American, 2.48% Asian, 0.09% Pacific Islander, 1.42% from other races, and 3.47% from two or more races. Hispanic or Latino of any race were 3.45% of the population. There were 5,475 households out of which 32.4% had children under the age of 18 living with them, 44.8% were married couples living together, 17.2% had a female householder with no husband present, and 32.2% were non-families. 26.8% of all households were made up of individuals and 10.7% had someone living alone who was 65 years of age or older. The average household size was 2.51 and the average family size was 3.02.

As of the census of 2000, there were 23,378 people, 8,299 households, and 6,224 families residing in the CDP. The population density was 503.4/km² (1,303.9/mi²). There were 8,834 housing units at an average density of 190.2/km² (492.7/mi²). The racial makeup of the CDP was 68.10% White, 25.66% African American, 0.40% Native American, 1.64% Asian, 0.09% Pacific Islander, 1.40% from other races, and 2.70% from two or more races. Hispanic or Latino of any race were 3.40% of the population.
There were 8,299 households out of which 43.9% had children under the age of 18 living with them, 50.2% were married couples living together, 19.3% had a female householder with no husband present, and 25.0% were non-families. 19.6% of all households were made up of individuals and 4.3% had someone living alone who was 65 years of age or older. The average household size was 2.81 and the average family size was 3.21.

Havre de Grace Maryland - Population: 11,331
During the Revolutionary War the small hamlet known as Harmer's Town was visited several times by General Lafayette, who commented that the area reminded him of the French seaport "Le Havre." His comment was the source of the name "Havre de Grace," meaning Harbor of Grace, which became incorporated as a town in 1785. In 1791 Havre de Grace narrowly lost out to Washington, D.C. as the nation's capitol.
On May 13, 1814, during the War of 1812, Havre de Grace was under siege by the British, after they had burned Washington and been held at bay by the defenders of Baltimore in the siege of Fort McHenry and the Battle of North Point. Lieutenant John O'Neill single-handedly defended the city of Havre de Grace by firing a cannon at the British fleet as they approached on the Susquehanna River. He was wounded, captured by the British, and eventually released. The city of Havre de Grace was sacked and burned, with only two houses and a church spared destruction.

Bel Air Maryland - Population: 10,080
The town of Bel Air is the county seat of Harford County, Maryland, United States. According to the 2000 census the population of the town was 10,080. In 2009 the town's estimated population was 10,368. It is the center of the Bel Air-Abingdon, Maryland Micropolitan Area. Bel Air is Harford County's commercial and nightlife center, with more retail stores and restaurants than any other town in the county.

White Marsh Maryland - Population: 8,485
In 1965, the largely undeveloped northeast corridor was identified by Baltimore County as the preferred site for intensive development. A town center was proposed to be located west of Belair Road at the planned intersection of White Marsh and Walther Boulevards.
The Harry T. Campbell Sons Corporation owned thousands of acres of land to the east of the planned town center, on both sides of Interstate 95. The land was bought in the 1930s and was being mined of its natural sand and gravel deposits. The Campbell family merged its sand and gravel business with an international building supply company. A new family-owned entity was charged with rejuvenating the family's property in northeast Baltimore County, which was covered with deep craters and pits. In the late 1960s, Nottingham Properties began analyzing the feasibility of a new town in White Marsh.
